Monthly water bills, additional surcharge, draw customer complaints

You just paid that water bill, now there's another one in the mail.


The Honolulu Board of Water Supply began the switchover from billing customers twice a month, to once a month.

Hundreds of thousands of customers began receiving the bills this week.
