According to The Garden Island, the six-member council will meet Thursday and possibly consider overriding the Mayor's decision.
The bill would have regulated the use of pesticides and genetically modified crops by large agricultural business.
The council overwhelmingly voted to pass the measure, but the Mayor vetoed the bill. Carvalho says while he agrees with the bill's intent, he found it legally flawed.
