HONOLULU -

The Hawaii state Senate has rejected a bill to penalize people who lie down in bus stops in a disruptive way.

The Senate considered the measure Thursday after the House approved the measure on Tuesday.

The bill would have created a $50 fine for people who lie down in bus stops in a way that prevents others from using or accessing the bus stop.

The neighborhood board for downtown Honolulu was pushing for the proposal.

The group says many homeless people choose to sleep in bus stops and intimidate residents.

Sen. Sam Slom said Tuesday that the bill was unnecessary.

The state public defender also opposed the bill.  He said the law would be difficult to enforce and lawmakers should instead seek ways to decrease homelessness.
